Summer puts folks in the mood for yard work, but they're always surprised to find the tools they put away all wet and dirty last summer are now rusty and dull. First give tools a good soak in cutting oil. It loosens grit and grime and softens rust. Then, wearing safety goggles, clean all surfaces with a soft wire wheel on an electric drill. When finished, oil all joints, seams and pivot points for smooth operation. Then sharpen blades and cutting edges on all tools -- even shovels and hoes -- with a file.
