Gravity and water start a flush and natural siphoning action completes it. When a toilet doesn't work right something is inhibiting the flow of water. Maybe a line is clogged or water ports under the rim are clogged. Or the tank is not full enough. First, check the water level in the tank. If it's low, adjust it by raising the float.
