Here are three steps that'll let you breathe easy. If too much paint has sealed the joint between the window frame -- called the sash -- and the stop or wood trim that frames the sash, use a sharp knife to cut the paint between the sash and stop. Several passes might be needed to cut completely through. If it won't budge, tap a wide-blade putty knife into the crack with a hammer on both sides of the sash. If it still won't move, put a pry bar under one corner of the sash and push down to free one side. Then do the same on the other corner.
