Homeowner's Association

I am a member of the board of directors of a small townhouse complex. We are faced with many repair issues. Our group is inexperienced, and we often vote on matters based on the opinions of others. This is not always a good situation. Painting bids we recently go do not show the kind of paint the contractor will use, and we are not sure of what kind to ask for. What are some good guidelines?
